As of the census² of 2000, there were 210,039 people, 80,430 households, and 55,818 families residing in Saginaw County. There were 85,505 housing units. The racial makeup of the county was 75.33% White, 18.62% African American, 0.41% Native American, 0.80% Asian, 0.01% Pacific Islander, 2.88% from other races, and 1.95% from two or more races. 6.70% of the population were Hispanic or Latino of any race. 93.9% spoke English and 3.7% Spanish as their first language.
There were 80,430 households out of which 32.70% had children under the age of 18 living with them, 50.20% were married couples living together, 15.40% had a female householder with no husband present, and 30.60% were non-families. 26.00% of all households were made up of individuals and 10.40% had someone living alone who was 65 years of age or older. The average household size was 2.54 and the average family size was 3.06.
In the county the population was spread out with 26.60% under the age of 18, 9.00% from 18 to 24, 27.60% from 25 to 44, 23.20% from 45 to 64, and 13.50% who were 65 years of age or older. The median age was 36 years. For every 100 females there were 92.50 males. For every 100 females age 18 and over, there were 88.40 males.
The median income for a household in the county was $38,637, and the median income for a family was $46,494. Males had a median income of $40,514 versus $25,419 for females. The per capita income for the county was $19,438. About 11.00% of families and 13.90% of the population were below the poverty line, including 20.70% of those under age 18 and 9.50% of those age 65 or over.
The Saginaw Public Schools District (SPSD) is the school district that controls 26 public elementary, middle and high schools in Saginaw and 1 elementary school in the nearby City of Zilwaukee. The service area comprising the district includes the City of Saginaw, City of Zilwaukee and Kochville Township, all within Saginaw County. The district is governed by a seven member elected board of education. The board selects a superintendent for the district. The current superintendent is Dr. Gerald D. Dawkins.
Like many urban U.S. school districts, SPSD suffered with a number of problems throughout the latter half of the 20th century, including overcrowding, underfunding, mismanagement and a high dropout rate. A number of school reform initiatives have since been undertaken to improve the system's performance.
